Office of the Civil Service Commission of the Kingdom of Thailand (OCSC) and the Ministry of Civil Service of the Kingdom of Cambodia (MCS) agreed to build cooperation by signing a memorandum of understanding (MOU) on civil service human resource and institutional development. The MOU signing took place at the Ministry of Civil Service, Phnom Penh, the Kingdom of Cambodia on the 14th January 2019.

The MOU was signed by Secretary General of Office of the Civil Service Commission (OCSC) of the Kingdom of Thailand, H.E. Methini Thepmani and Minister of the Civil Service Commission of the Kingdom of Cambodia, H.E. Pech Bunthin.  The purpose of this MOU is to strengthen the cooperation between both organizations in developing human resources and institutions in the civil service and public administration with a view to supporting an effective and efficient civil service of both countries.

The MOU coverage is focused on the cooperation in the field of human resource and institutional development in the civil service, principally through: (1) Exchange of visits at the senior and middle levels; (2) Seminars and workshops  in Human Resource Management and  Human Resource Development in the civil service in order to share knowledge and experience at all staff levels; (3) Training of civil servants of both organizations; (4) Internships for operational level civil servants of both institutions; (5)  Expert meetings to discuss matters of mutual benefits; (6) Exchange programs for civil servants and trainers; and (7) Any other forms of cooperation as mutually decided upon by the Participants.

Thai delegates also visited Royal School of Administration of Cambodia (RSA) and were given a short briefing about RSA, which is the main agency taking responsibility for the project/program under the MOU, by Secretary of State and President of RSA, H.E. Youk Bunna.

The RSA is a public training establishment which has run its training activity by government funding, however it has financial and administrative independency and under the supervision of the Ministry of Civil Service.  All students who get trained in RSA required to pass the very competitive entrance examination, and after graduated from the school they are guaranteed of the higher position.
