The Civil Service Sub-Commission (CSSC)

By virtue of Section 12 of the Civil Service Act, B.E. 2551 (2008), the CSC appointed the Civil Service Sub-Commissions (CSSC) on 6th December B.E. 2560 (2017) to act on its behalf and to perform duties of the CSC as follows:

1. The Civil Service Sub-Commission on Civil Service Laws and Regulations
This CSSC acts on behalf of the CSC with respect to: drafting laws, Civil Service regulations, directives and rules; altering civil servant records; considering legal inquiries concerning the Civil Service Act and other related laws; and performing other matters assigned by CSC.

2. The Civil Service Sub-Commission on Discipline and Termination of Government Service
This CSSC acts on behalf of the CSC with respect to: discipline of ordinary civil servants and termination of government service under the Civil Service Act; granting of a waiver to a person under the prohibition to enter into the civil service; and performing other matters assigned by CSC.

3. The Civil Service Sub-Commission on Position Classification and Remuneration
This CSSC acts on behalf of the CSC with respect to: setting up policies, directions and standard of position system; prescribing rules, criteria, and guidelines for position specification; determining government agencies’ workforce and remuneration system including salary, position allowance, supplemental allowance, and cost of living allowance for civil servants; monitoring and assessing of workforce and remuneration management of the ministries and departments; and performing other matters assigned by CSC.

4. The Civil Service Sub-Commission on Enhancing Efficiency of Human Resource Management
This CSSC acts on behalf of the CSC with respect to: prescribing rules, guidelines, procedures of human resource management; inspecting, monitoring, and evaluating workforce utilization in government agencies; consulting and resolving problems on human resource management regarding instatement, appointment, transfer, deployment, promotion and reinstatement; and performing other matters assigned by CSC.

5. The Civil Service Sub-Commission on Personnel Assessment for Appointments of Knowledge-Worker Positions
This CSSC acts on behalf of the CSC with respect to: prescribing rules, procedures, criteria and guidelines on personnel and performance assessment for appointing person to a knowledge-worker position and to a general position at highly skilled level, and receiving a position allowance; considering qualifications and performance assessment of person being appointed to the aforesaid positions; consulting, interpreting, adjudicating and setting up practical guidelines to handle the problems relating to application and inapplicability of rules, procedures and criteria for personnel and performance assessment; appointing expert committees to assist this CSSC in the personnel assessment; and performing other matters assigned by CSC.

6. The Civil Service Sub-Commission on Development of Human Resource Management system
This CSSC acts on behalf of the CSC with respect to: developing system, policies, strategies and innovation in human resource management; formulating standards, rules and procedures for human resource management; monitoring and evaluating human resources management policies and strategies; reporting and consulting for human resources management in government agencies in terms of system, standards, rules and applied technology to this issue; and performing other matters assigned by CSC.

7. The Civil Service Sub-Commission on Certification of Legal Officer Standards in the Public Sector
This CSSC acts on behalf of the CSC with respect to: establishing rules and procedures of qualification screening and qualification standards for legal officers eligible to receive supplemental allowances; certifying legal officers as eligible to receive supplemental allowances; appointing experts to assist this CSSC in terms of certification of the standards of legal officers; and performing other matters assigned by CSC.

8. The Civil Service Sub-Commission on Development of Management System in Response to an Aging Society
This CSSC acts on behalf of the CSC with respect to: formulating policies, strategies, directions, and guidelines for the aging society preparation intending to prevent and handle impacts of structural demographic changes; determining civil servant retirement age; revising government pension system, rights and benefits after retirement, as well as relevant human resource management systems in the public sector and other necessary measures; and performing other matters assigned by CSC.

9. The Civil Service Sub-Commission on Talent Management in the Public Sector
This CSSC acts on behalf of the CSC with respect to: formulating policies, criteria, measures, guidelines and procedures pertinent to talent management in the public sector; allocating government scholarship or other scholarships and scholars to government and public agencies; providing  education and trainings for scholars and talents to be excellent, virtuous and public-minded; setting up system for improvement of work and life quality as retention mechanism for talents in the public sector; supervising, monitoring, and evaluating of talents management in government and public agencies; and performing other matters  assigned by CSC.

10. The Civil Service Sub-Commission on Development of Public Sector Workforce Competence
This CSSC acts on behalf of the CSC with respect to: establishing rules, policies, targets, procedures and standards of management and development of human resources in the civil service; providing suggestions on officials’ development, efficiency and motivation for higher performance of official functions so as to strengthen their competencies in terms of qualities, integrity, ethics, qualities of life and good morale, thus to entail the desired outcomes. In addition, this CSSC supervises, oversees, develops and sets up contents of the OCSC senior executive training courses; certifies completion of senior executives who have finished training courses organized by the OCSC or other organizations; follows up and evaluates of the organization of training courses for senior executives; certifies government officials trainings courses as a prerequisite for the appointment of government officials in government agencies; builds Human Resource professionalism; monitors and evaluates civil servant development in different courses according to the rules and procedures prescribed in the CSC; and performing other matters assigned by CSC.

11. The Civil Service Sub-Commission on Human Resource Recruitment and Selection in the Public Sector
This CSSC acts on behalf of the CSC with respect to: formulating policies, standards, guidelines and procedures for recruitment and selection; accrediting academic credentials; providing probation for person being instated as civil servant; recruiting and selecting person for achieving the King’s scholarships and government scholarships; deliberating government officials’ prerequisites and developing tools and innovation for the purpose of instatement and appointment; monitoring and evaluating of personnel recruitment and selection in government and public agencies; and  performing other matters assigned by CSC.

12. The Civil Service Sub-Commission on Ethic Promotion for a Clean and Transparent Public Sector
This CSSC acts on behalf of the CSC with respect to: proposing policies and strategies to foster virtue, ethics and deontological conduct of officials; developing and setting up guidelines and procedures for consultation on ethical matters including supervision, monitor and evaluation of promoting and implementing practice conforming to code of ethics, as well as building organizational culture for clean and transparent public sector; promoting collaboration on ethics among network of public sector, private sector and citizens; and performing other matters assigned by CSC.

13. The Civil Service Sub-Commission on Driving Government Officials’ Digital Skills
This CSSC acts on behalf of the CSC with respect to: setting up policies, rules, procedures, guidelines, tools, and innovations to reinforce digital skills of government officials, including development, efficiency enhancement, motivation and career path building for government officials so that they acquire digital skills; supervising, monitoring, evaluating, consulting and resolving problems pertinent to driving forward development of government officials’ digital skills; and performing other matters assigned by CSC.
