Roles and Responsibilities of OCSC’s Internal Units

1. Bureau of the Secretariat of the OCSC
1) To manage government correspondence and documents of the OCSC;
2) To be in charge of printing, library, security, coordination and organization of formal functions and events;
3) To be in charge of finance, accounting, budgeting, procurement, buildings and vehicles;
4) To arrange OCSC work system and human resource management.
5) To be in charge of public relations, information dissemination, and enhancing citizen’s knowledge and their understanding of the OCSC performances;
6) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

2. Education and Training Abroad Center
1) To carry out studies, analyses, and development of the system of supervision and education management of the King’s scholars, government scholars, other scholars and public personnel;
2) To oversee and administer education of the King’s scholars; government scholars, other scholars and public  personnel on  their study leave or abroad training;
3) To perform tasks relating to promoting, supporting and following-up the study of the King’s scholars, government scholars, other scholars and public personnel on their study leave or abroad training;
4) To provide guidance concerning educational systems abroad as well as serving as a study abroad information center;
5) To serve as an information center of public workforce currently studying abroad in different fields of study;
6) To serve as a knowledge repository contributed by the King’s scholars, government scholars, other scholars and public personnel on a study leave or training abroad;
7) To promote, support and coordinate with private sectors and foreign government agencies on arrangement of supervision and education management system, educational guidance, and preventing the exploitation of the supervision and education management by private agencies;
8) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

3. Information and Communication Technology Center
1) To carry out studies, analyses, and development of information system for human resource management in the public sector;
2) To promote, coordinate, disseminate, and provide advices concerning information system development as well as public workforce database management;
3) To set up or develop database and data processing systems.
4) To set up or develop computer systems and computer programming;
5) To disseminate information and provide data and information service, as well as consult or train using of computers and computer programs;
6) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

4. Senior Executive Service Center
1) To carry out studies, analyses, systems development, and proposal for strategies of quality workforce and  Senior Executive System;
2) To develop models and measures to attract quality workforce to civil service;
3) To develop tools, implement and extend results of the management competency assessment, as well as set up database and manage Talents and Senior Executive Inventories;
4) To provide advice and suggestions relating to the Talent Inventory System and the Senior Executive System;
5) To follow up, evaluate, and report of the utilization of the Talent Inventory System and the Senior Executive System;
6) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

5. Recruitment and Selection Center
1) To develop and set up policies, systems and models of personnel recruitment and selection for being civil servants;
2) To provide advice and suggestions to government agencies regarding to the implementation of personnel recruitment and selection into the civil service;
3) To construct and develop recruitment and testing tools, as well as serve as coordination center of personnel recruitment for government agencies and public enterprises;
4) To carrying out duties relating to allocation of government scholarships, competitive examinations, or selection of persons to achieve the King’s scholarships and government scholarships;
5) To set up standards, criteria, guidelines for accreditation of credentials for the purpose of instatement and appointment of persons;
6) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

6. Civil Service Training Institute
1) To carry out studies, analyses, and research relating to human resource development and training in the public sector, development of training courses and media, provision services of training media or technologies;
2) To carry out studies, analyses, and research relating to policies, systems or guidelines for civil servants development, following up and evaluation of human resource development in the civil service;
3) To organize and support training courses and officials development;
4) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

7. Bureau of Legal Affair
1) To carry out studies, analyses and revision of the OCSC laws;
2) To provide consultation and opinions about laws, regulations, directives, orders and circular letters under the responsibilities of the OCSC to the Cabinet, public agencies and other central agencies of personnel management;
3) To perform tasks regarding to legal transactions and contracts, civil and criminal liabilities, administrative cases and other cases under the power and duties of the OCSC;
4) To draft laws, rules, regulations, directives, orders and circular letters under the responsibilities of the OCSC;
5) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

8. The Office of Educational Affairs
1) To promote, support, coordinate and arrange overseas educational programs, training or study visits for the King’s scholars, government scholars, other scholars and public sector personnel on study leave, or training abroad;
2) To oversee, manage, and provide support in terms of study, accommodation and finance to the King’s scholars, government scholars, other scholars and public sector personnel on study leave or training abroad;
3) To promote, support, coordinate and motivate Thai oversea students to return to work in Thailand;
4) To serve as a center of information on Thai educational system and culture in foreign countries, and coordinate and provide information of oversea education for benefits of human resource management in the civil service;
5) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

9. Bureau of Manpower and Position Audit
1) To carry out inspection, analyses and assessment of the position management of government agencies;
2) To perform analyses of appropriateness of workforce utilization of government agencies;
3) To carry out inspection and provide opinions on government agencies’ orders of human resource management, so that are consistent with the criteria and procedures prescribed by the CSC;
4) To maintain civil servant records, and oversee retirement of civil servants and workforce database;
5) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

10.  Bureau of Position Classification and Compensation Development
1) To carry out studies, analyses, research and development of  remuneration system and fringe benefits in accordance with performance and cost of living;
2) To carry out studies and analyses for the purpose of position classification, job evaluation, as well as preparation of a list of salary rates and position allowances;
3) To carry out studies and development of incentive system to enhance workforce quality and evaluation;
4) To carry out studies, analyses, and research on policies, systems, or standards of the development of position classification in the civil service;
5) To carry out studies, analyses and research relating to criteria, methods or practical guidelines of manpower planning and the position classification in the civil service, included their monitor and evaluation;
6) To carry out studies and analyses of position specification in terms of titles, duties and responsibilities, and workforce planning in the abroad offices regarding to certain type of permanent and temporary contracted employees;
7) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

11.  Bureau of Merit System Protection
1) To carry out studies, analyses and research to support human resource management in terms of the development of criteria, methods, rules, regulations, guidelines for civil servants appeal, complaint and merit protection system;
2) To conduct investigation, collect information, as well as analyze writing case files and of opinions;
3) To provide consultation, support, follow up and evaluate actions concerning appeals, complaints and maintaining of merit system in the ministries, and departments;
4) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

12.  Bureau of Disciplinary Standard
1) To conduct investigation, collect information, as well as analyze the preparation of case dossiers and of opinions;
2) To carry out studies, analyses, research and development of criteria, methods, rules, regulations and guidelines for disciplinary proceedings;
3) To provide consultation, support, follow up and evaluate discipline building, promoting of merit, ethics and code of conduct for officials, and carry out disciplinary proceedings, and standards of punishment in the ministries and departments;
4) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

13.  Bureau of Research and Development
1) To carry out studies, analyses, research and proposal on policies and strategies of human resource management in the civil service to the Cabinet and relevant National Committees;
2) To carry out studies, analyses, research pertaining to novel knowledge and principles of human resource management;
3) To carry out studies, analyses and development of systems, strategies, criteria and approaches of human resource management for civil servants and for particular personnel such as government scholars, disabled, and workforce in specific areas;
4) To promote, support and consult to government agencies on the preparation of strategic plan on human resource management;
5) To carry out studies and analyses with respect to standards of human resource management in the civil service;
6) To promote, support and provide advice, as well as to follow up and evaluate human resource management in government agencies in accordance with the merit system and the new public management;
7) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

14.  Anti-Corruption Operation Center

1) To provide recommendations pertaining to the OCSC counter corruption and misconduct to the OCSC Secretary-General, and to prepare and present to OCSC Secretary-General, operational plans for counter corruption and misconduct in the government agencies conforming with the National Anti-corruption Strategy, measures for counter corruption in the public sector, and related government policies;
2) To coordinate, accelerate and monitor the OCSC’s units to carry out tasks according to the counter corruption and misconduct operational plans;
3) To receive complaints on corruption and misconduct relating to performing or neglecting to perform duties by the OCSC officials, then forwarding the cases to relevant government agencies and departments;
4) To protect ethics in accordance with the Civil Servant Code of Conduct;
5) To coordinate, accelerate and monitor the implementation of 3) and 4); and to collaborate with relevant government agencies and departments on counter corruption and misconduct;
6) To monitor, evaluate and prepare reports on counter corruption and misconduct of the OCSC and ethics protection to be presented to the OCSC Secretary- General and relevant agencies;

7) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

15.  Ethics Promotion Center

1) To carry out studies, analyses, research, and proposal on policies and strategies of merit and ethics promotion, aimed to create clean and transparent public sector;
2) To carry out studies analyses and development of criteria, instructions, and practical guidelines for merit and ethics promotion for civil servants;
3) To carry out studies analyses and development of knowledge, tools and mechanisms to support government agencies in the promotion of merit and ethics for civil servants;
4) To promote, support, provide advice and suggestions, as well as to follow up and evaluate merit and ethics promotion for civil servants, aimed to report to the Cabinet;
5) To implement a campaign and disseminate information on merit and ethics promotion, including to create different forms of campaign media to reinforce merit and ethics among civil servants;
6) To coordinate with government agencies and other networks to promote merit and ethics;
7) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

16.  Internal Audit Unit
1) To carry out investigation relating to the OCSC management, finance and accounting;
2) To coordinate or support executing tasks of other involved organizations or other assigned tasks.

17.  Public sector Development Unit
1) To provide advice and recommendations, to the OCSC Secretary-General, pertaining to strategies for administrative system development in the OCSC;
2) To monitor, evaluate, and prepare reports on administrative system development in the OCSC;
3) To coordinate with central agencies and OCSC internal units on the administrative system development;
4) To coordinate or support executing tasks of other involved organizations or other assigned tasks.
