On 24 November 2022, Ms. Alinee Thanawatsuggasari, OCSC’s Senior Adviser, together with the officials, welcomed Dr. Dasho Ugyen Tshewang, Focal Commissioner and Ms. Pema Deki, Assistant Human Resource Officer from the Royal Civil Service Commission (RCSC), Bhutan. The objective of this meeting was for both sides to share perspectives on civil service workforce management, training and development, and government scholarships as well as recent challenges and plans for the future in order to enhance human resource management.
The Thai government is constantly working to resize public workforce and reduce personnel costs, as part of the national public workforce resizing strategy. The Office of the Civil Service Commission, as the joint secretariat of the Public Workforce Planning and Policy Making Committee, develops policies for creating a public workforce database, puts forward future workforce plans and draws up guidelines for the use of alternative employment arrangements to fill vacancies as a result of retirement. These arrangements provide more variety and flexibility, while cutting long-term personnel costs.
To modernize government operations in line with changing global contexts, the OCSC has taken on responsibilities as the central agency to design and develop training programs for civil servants and public personnel at all levels. Another duty is to set out guidelines for the development of today’s essential skills as well as future-proof competencies such as digital literacy, digital governance, and digital leadership. The organization also works actively to instill a growth mindset in the public sector workforce to promote continuous learning and self-development.
In addition, the OCSC is responsible for developing overseas education supervision and management systems and conducting related studies and analyses. This is intended as a support system for the recipients of government scholarships such as the King’s Scholarships, the scholarships for the general public, the scholarships for the public sector workforce, the Undergraduate Intelligence Scholarships, and many others. The purpose is to ensure that scholarship recipients receive the right education for their self-development goals and that they can put the knowledge acquired from their studies into practice in an efficient manner.
