OCSC’s Secretary General welcomes China Economic Cooperation Center’s Deputy Director General and team

On 18 January 2023, Mr. Piyawat Sivaraks, Secretary-General at the Office of the Civil Service Commission (OCSC), led a team of officials to meet with Mr. Liu Jing Hwa, Deputy Director General at the China Economic Cooperation Center (CECC), and his team on their visit to the OCSC to discuss potential partnership on people development.

The CECC is a public agency directly subordinate to the International Liaison Department of the Central Committee of the Communist Party of China. Since its establishment in 1993, it has assumed the role of a bridge for foreign companies to invest in China, and domestic companies to go abroad, in accordance with the Chinese government’s reform and outward expansion policies. With China’s goal of modernization by 2050 in mind, the center is actively working to promote mutually beneficial cooperation between China and the rest of the world in all aspects, not only limited to economic, and contribute to the building of a community with a shared future for humankind.
The work to build such a cooperative community is an ongoing effort. The Communist Party of China offers training, workshops, and personnel exchange programs to officials and delegates from both China and other countries to learn about state enterprise reform, trade and financial development, as well as how to balance economic development and COVID response measures, to name but a few. To enhance learning, field visits are arranged to discover the practical experiences that organizations have had with any reform and development endeavors. The CECC also organizes trips for foreign partners to visit Chinese provinces, while providing assistance for Chinese officials on their foreign visit. In addition, the center collects its foreign partners’ suggestions on current issues to be incorporated into its development research which is to be proposed to the Communist Party of China to implement and enhance cooperation.
Considering people development as one of the ways to achieve sustainable growth, the OCSC focuses on training, development and study programs to enhance Thai officials’ capabilities and develop young talents. To ensure access to global knowledge, it has offered scholarships to young students and officials to study abroad every year and developed partnerships with a diversity of organizations in many countries, including China. One of its main partners is the University of Chinese Academy of Sciences (UCAS), which has worked with the OCSC to launch the Academic Cooperation Scholarship Program. The OCSC is also represented in China through its own Office of Educational Affairs in Beijing, which arrange overseas educational programs, training or study visit programs and provide support for Thai government recipients and Thai students there.
As the CECC has a wide network of resources for training, including prominent academic institutions, and the OCSC specializes in human resource development, the meeting between the two organizations is a good starting point for their future cooperation. They both can introduce government agencies in a variety of sectors from economic, agricultural to science and technology to share knowledge and expertise and find common ground for cooperation.
