OCSC’s Roles in the National Strategy and Reform Plans
Thailand’s 20-year National Strategy (2018-2037) is a long-term strategy developed pursuant to the Constitution which stipulates that the state should formulate a strategy for sustainable national development in accordance with the principles of good governance. As the central human resource management agency of the civil service, the OCSC is mainly responsible for HR-related matters in the strategy, which cover but are not limited to the following:
- HR digitalization
- Digital competency development
- Role clarification
- Retirement age extension
- Surveys on salary rates and compensation
- Personnel rotation, exchange, and transfer
- Secondment and lateral entry
- New forms of employment
- Knowledge and skill development
- The development of a civil service human resource council
- Talent attraction
- Development programs for high-potential civil servants and public sector employees
- International secondment for high-potential civil servants and public sector employees
In addition to these primary responsibilities, the OCSC also contributes to corruption and misconduct prevention and suppression.
