The Merit System Protection Commission (MSPC) 

The Merit System Protection Commission (MSPC) is a commission under the executive branch, established in accordance with the Civil Service Act, B.E 2551 (2008) to be the key mechanism for protecting the merit system in the civil service.  

The powers and duties of the MSPC, according to the Civil Service Act, B.E 2551 (2008), are as follows: 

–  To submit proposals to the Civil Service Commission (CSC) or other central personnel administration agencies in order for them to preserve the integrity of the merit system in their human resource management policies   

– To consider appeals and complaints as well as matters regarding the protection of the merit system, and issue MSPC rules and regulations for the civil service
