The OCSC’s Organizational Structure

The roles and responsibilities of the OCSC’s internal units:


  1. The Bureau of the Secretariat 
    1) To manage government correspondence and documents

    2) To be in charge of the organization’s printing, library and security functions, to coordinate and organize formal functions and events

    3) To be in charge of finance, accounting, budgeting, procurement, buildings and vehicles;
    4) To arrange the internal system and human resource management.
    5) To be in charge of public relations, information dissemination, to enhance citizens’ knowledge and their understanding of OCSC’s performance
    6) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks.

 
  1. The Education and Training Abroad Center
    1) To develop education management and a supervision system for King’s scholarship recipients, government scholarship recipients, other scholarship recipients and public personnel, to carry out related studies and analyses
    2)  To oversee and support King’s scholarship recipients, government scholarship recipients, other scholarship recipients and public personnel while they are on their study leave or are participating in training programs abroad, to follow up on their studies
    3) To provide guidance concerning educational systems abroad and serve as a study abroad information center
    4) To promote, support and coordinate with the private sector and foreign government agencies in arranging supervision and education management systems, providing educational guidance, and preventing the exploitation of the supervision and education management systems by private agencies;
    5) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks
 
  1. The Information and Communication Technology Center
    1) To develop information systems for human resource management in the public sector, to carry out related studies and analyses
    2) To promote information system development as well as public workforce database management, to coordinate, disseminate information, and provide related advice
    3) To set up or develop databases, data processing systems, computer systems and computer programming
    4) To disseminate information and provide data and information services, provide consultations and training on the use of computers and computer programs
    5) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks
 
  1. The Senior Executive Service Center
    1) To develop senior executive systems and propose strategies to achieve high-quality workforce, to carry out related studies and analyses
    2) To develop models and measures to attract quality workforce to the civil service
    3) To develop tools, implement management competency assessment programs, provide results, set up databases and manage talent and senior executive inventories
    4) To provide advice and suggestions relating to the talent inventory and senior executive systems
    5) To follow up on, evaluate, and report the utilization of the talent inventory and senior executive systems
    6) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks
 
  1. The Recruitment and Selection Center
    1) To develop and set up policies, systems and models regarding civil service personnel recruitment and selection
    2) To provide advice and suggestions to government agencies regarding civil service personnel recruitment and selection
    3) To develop recruitment and testing tools, serve as the coordination center of personnel recruitment for government agencies and public enterprises
    4) To carry out duties relating to the allocation of government scholarships, competitive examinations, or the selection of individuals for King’s scholarships and government scholarships
    5) To set up standards, criteria, guidelines for the accreditation of credentials for the purpose of instatement and appointment
    6) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks
 
  1. The Civil Service Training Institute
    1) To carry out studies, analyses, and research relating to human resource development and training in the public sector, to develop training courses, materials, media and technology
    2) To carry out studies, analyses, and research relating to the policies, systems or guidelines for civil servant development, follow up on and evaluate human resource development in the civil service
    3) To organize training courses and official development programs
    4) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks
 
  1. The Bureau of Legal Affairs
    1) To revise the OCSC laws, to carry out related studies and analyses
    2) To provide consultations and opinions on laws, regulations, directives, orders and circular letters under the responsibility of the OCSC to the Cabinet, public agencies and other central agencies of personnel management;
    3) To perform tasks relating to legal transactions and contracts, civil and criminal liabilities, administrative cases and other cases under the power and duties of the OCSC
    4) To draft laws, rules, regulations, directives, orders and circular letters under the responsibility of the OCSC
    5) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks
 
  1. The Office of Educational Affairs
    1) To arrange and promote overseas educational programs, training or study visits for King’s scholarship recipients, government scholarship recipients, other scholarship recipients and public personnel while they are on their study leave or are participating in training programs abroad, to follow up on their studies, to coordinate and provide support
    2) To provide support in terms of study, accommodation and finance to King’s scholarship recipients, government scholarship recipients, other scholarship recipients and public personnel while they are on their study leave or are participating in training programs abroad, to follow up on their studies, to manage and oversee these matter
    3) To support Thai students overseas in their return to work in Thailand
    4) To serve as a center of information, providing information on the Thai educational system and Thai culture in foreign countries, to coordinate, and provide information on overseas education for benefits of human resource management in the civil service
    5) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks
 
  1. The Bureau of Manpower and Position Audit
    1) To carry out inspection, analyses and assessment of the position management of government agencies
    2) To perform analyses of the appropriateness of government agencies’ workforce utilization
    3) To carry out inspection and provide opinions on government agencies’ orders relating to human resource management so that they are consistent with the criteria and procedures prescribed by the CSC
    4) To maintain civil servant records, and oversee civil servants’ retirement and workforce database
    5) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks
 
  1. Bureau of Position Classification and Compensation Development
    1) To develop remuneration systems and fringe benefits in accordance with performance and cost of living, to carry out related studies, analyses, research
    2) To carry out studies and analyses for the purpose of position classification, job evaluation, to prepare a list of salary rates and position allowances
    3) To develop incentive systems to enhance workforce quality and evaluation, to conduct related studies
    4) To carry out studies, analyses, and research on policies, systems, or position classification development standards in the civil service
    5) To carry out studies, analyses and research on the criteria and methods of manpower planning and position classification in the civil service, to monitor and evaluate their implementation
    6) To study and analyze position specification in terms of titles, duties and responsibilities, and workforce planning in the abroad offices for certain types of permanent and temporary contracted employees
    7) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks
 
  1. The Bureau of Merit System Protection
    1) To carry out studies, analyses and research to develop criteria, methods, rules, regulations, guidelines for civil servants’ appeals and complaint, to enhance the merit protection system
    2) To conduct investigation, collect information, and analyze case files
    3) To provide consultations and support, evaluate and monitor actions concerning appeals, complaints, to maintain the merit system in the ministries, and departments
    4) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks

 

  1. The Bureau of Disciplinary Standard
    1) To conduct investigation, collect information, and analyze the preparation of case dossiers and opinions
    2) To develop criteria, methods, rules, regulations and guidelines for disciplinary proceedings, to conduct related analyses, studies and research
    3) To provide consultations and support, evaluate and monitor the enforcement of disciplines, the promotion of merit, ethics and code of conduct for officials, to carry out disciplinary proceedings, and maintain punishment standards in the ministries and departments
    4) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks

 

  1. The Bureau of Research and Development
    1) To carry out studies, analyses, research and propose policies and strategies of human resource management in the civil service to the Cabinet and relevant national committees
    2) To carry out studies, analyses, research to find new knowledge and principles of human resource management;
    3) To develop human resource management systems, strategies, criteria and approaches for civil servants and for particular personnel such as government scholars, disabled, and workforce in specific areas;
    4) To support government agencies in the preparation of strategic plans on human resource management, to provide related advice
    5) To carry out studies and analyses with respect to human resource management standards in the civil service
    6) To promote, monitor and evaluate human resource management in government agencies to ensure that it is in accordance with the merit system and the new public management approach, to provide related advice and support
    7) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks

 

  1. The Anti-Corruption Operation Center
    1) To provide recommendations on the OCSC counter-corruption and misconduct approaches to the OCSC’s Secretary-General, and to provide the Secretary-General with operational plans to curb corruption and misconduct in government agencies in accordance with the national anti-corruption strategy, counter-corruption measures the public sector, and related government policies
    2) To coordinate with OCSC’s units as they carry out tasks in accordance with counter-corruption and misconduct operational plans, to monitor the progress
    3) To handle complaints against OCSC officials on corruption, misconduct and negligence of duty, to forward cases to relevant government agencies and departments
    4) To protect ethics in accordance with the Civil Servant Code of Conduct;
    5) To coordinate, accelerate and monitor the implementation of 3) and 4); and to collaborate with relevant government agencies and departments on counter-corruption and misconduct approaches
    6) To monitor, evaluate and prepare reports on counter corruption and misconduct approaches taken by the OCSC, to present reports on ethics protection to the OCSC’s Secretary- General and relevant agencies
    7) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks

 

  1. The Ethics Promotion Center
    1) To carry out studies, analyses, research, and propose merit and ethics promotion policies and strategies to create a clean and transparent public sector
    2) To develop criteria, instructions, and practical guidelines for merit and ethics promotion for civil servants;
    3) To develop knowledge, tools and mechanisms to support government agencies in the promotion of merit and ethics for civil servants
    4) To monitor and evaluate merit and ethics promotion for civil servants and report the results to the Cabinet
    5) To implement a campaign and disseminate information on merit and ethics promotion, to create different forms of campaign media to reinforce merit and ethics among civil servants
    6) To coordinate with government agencies and other networks to promote merit and ethics
    7) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks

 

  1. The Internal Audit Unit
    1) To carry out investigation on the OCSC’s management, finance and accounting
    2) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks

 

  1. The Public sector Development Unit
    1) To provide advice and recommendations on administrative system development strategies to the OCSC’s Secretary-General
    2) To monitor and evaluate administrative system development in the OCSC and prepare reports
    3) To coordinate with central agencies and OCSC’s internal units on the implementation of administrative system development strategies
    4) To coordinate or support in the execution of other related organizations’ tasks, to carry out other assigned tasks
